In 2014, TCET served over 78,000 individuals and 1,000 businesses and community organizations.
Our Employment Ontario Services provided one-on-one assistance to 8,385 job seekers, and administered a highly successful youth employment initiative called the Youth Employment Fund. 451 youth were placed into meaningful employment opportunities with over 423 participating employers throughout the GTA.
Over 3,015 youth gained skills for career development through specialized programs.
The Toronto Employment & Social Services programs saw an increase in client referrals from caseworkers due to the success of clients.
Our mobile Career Coach served over 450 newcomers and youth in underserved locations.
A 99% success rate was achieved by 794 driver education students.
Over 10 organizations and 120 individuals were provided with interpretation or translation services.
Our Newcomer Information Centres served 9,100 new clients with 43,413 subsequent client visits at our 5 locations in Peel Halton in 2014. We also enhanced accessibility to newcomer settlement services by increasing itinerant services at a wide range of community locations.
Through our Care for Newcomer Children services at the Malton and Oakville Newcomer Information Centres, 2,287 newcomer children were cared for, meeting their social, emotional and intellectual needs while their parents accessed on-site services.
TCET continued to support the pilot Coordinated Language Assessment and Referral System (CLARS) across Ontario and made adaptations to the HARTS database thus meeting the needs of both Citizenship and Immigration Canada (CIC), and the Ontario Ministry of Citizenship, Immigration and International Trade (MCIIT). The French version of HARTs was fully completed.
The HARTs team also worked closely with the iCARE team at CIC to create the ability for users to generate and upload their information into this national database – reducing duplication.
With expanded client eligibility through CLARS, a greater range of immigrants were assessed and referred to a broader range of classes. In Peel/Halton, assessment of French language skill became available for the first time. In York/Simcoe, language assessment services continued to see growth and we established an itinerant site in Bradford (Simcoe).
TCET developed and piloted online delivery for some of our supports to Ontario-wide language assessors. This included refresher webinars on the assessment tools and remote mentoring of assessors via the web.
The online English and French self-assessment tools were highlighted as an important resource in a new YouTube video produced by Citizenship and Immigration entitled “Language Training for Canada” and “Formation linguistique pour le Canada”. Growth in the number of prospective immigrants from around the globe accessing our tools continued as 23,644 people from around the world utilized the online assessments in 2014 (a 6% increase over 2013).
In June we began providing webinars and consultations on the new National Language Placement and Progression Guidelines (NLPPG) for language teachers across Ontario. We also provided presentations at the Peel Halton Etobicoke TESL Affiliate i3 Conference and the TESL Ontario Conference.
LINC Home Study Canada continued to expand, serving almost 14% more clients in 2014 than in the previous calendar year. Students from British Columbia and Manitoba were able to join this distance English language program with new funding from those regional Citizenship and Immigration offices.
TCET was involved in developing and supporting the new CLARS language assessment and referral model, jointly funded by Citizenship and Immigration Canada and the Ministry of Citizenship and Immigration – adapting our database tracking and reporting, assessor training, and direct assessment delivery.
TCET opened a York Region (Richmond Hill) site to provide enhanced CLARS language assessments services to this community. We also renovated space at the Ajax Welcome Centre and Durham Region Unemployed Help Centre locations for assessment service.
Over 200 youth (age 8 – 17) enjoyed our residential Camp PEAK located on waterfront property (Deer Lake) in Northern Ontario.
Over 2,400 youth gained skills for career development.
Newcomers to our communities made over 123,000 visits to our information and referral centres
A record number of documents (39,002) were certified by Commissioners of Oath for 5428 clients at our Newcomer Information Centres.
Over 21,500 newcomer language assessments were completed in Peel/Halton/York/Simcoe/Durham. This was a year-over-year increase of 56%.
In excess of 2000 database users were trained and 26,500 requests were addressed by the HARTs helpdesk.

The Centre for Education & Training, in partnership with the Centre for Canadian Language Benchmarks (CCLB), drafted and tested a new Language Guide and Assessment Report in both English and French.
The TCET governing board was changed, bringing in new board members and our new chair, Peter O’Rourke.
Our new partnership with Community Door was finalized in Brampton and Mississauga! This brought together various organizations to establish human service hubs, allowing clients with varied needs to find help under one roof.
TCET’s Employment Service Centres provided comprehensive assistance to 1,169 participants, helping them with their employment goals. 263 participants were assisted in accessing academic/literacy, language, occupational and/or post-secondary education and training, leading to local labour force skills enhancement.
1,262 information sessions and group activities were held at the 5 Newcomer Information Centres and were attended by 10,721 clients from 136 countries and 75 language groups
Occasional childcare services accommodated 3,961 children of immigrant parents accessing services at our Malton and Oakville locations
Over 10,200 Peel, Halton and York Region immigrants received language assessment and referral to local English language training programs to help them achieve their goals. Partnerships with the 5 York Region Welcome Centres ensured effective operations and client service.
More than 90 TESL-certified and experienced instructors provided LINC Home Study classes from their own homes to students across Ontario and Canada. Over 90% of students rated their satisfaction with LINC Home Study (Ontario and Canada) as very good to excellent and 99% would recommend the program to others.
3,298 hits per month to the www.lincpeelhalton.com site were recorded with interest coming from training providers, funders and others relying on our Language Training Provider Services team to support language services community coordination in Peel and Halton Regions

LINC Home Study Canada celebrated its second year of service to newcomers in 6 provinces outside of Ontario.

History of Assessments, Referrals and Training systems (HARTs) continued to provided logistics, data collection and analysis for Citizenship and Immigration Canada and Service Provider Organizations across Ontario. The HARTs team was awarded the contract to implement the new HARTs to CLARS version.
The Newcomer Information Centre (NIC) conducted off-site services out of 4 major community locations; Meadowvale Library, Central Library in Mississauga, Bolton Library in Caledon, and Milton Library in Halton; as well as a number of faith places – Gudwaras, Mosques and Churches.
The National ELTPA Support Services team delivered Enhanced Language Training Placement Assessment (ELTPA) assessor training and professional development for 45 English Language assessors outside Ontario.
The Beginner Driver Education Program registered 1,283 students with 99% successfully graduating with their G2 license.
Peel Summer Academy had 194 gifted youth in grades 4 through 10 participate in a variety of programs offered from the University of Toronto – Mississauga; Memorial University of Newfoundland; University of Victoria; Pearson College; Finlayson Outdoor Centre; and various locations in Northern Ontario.
2005 - 2009
Over 67,000 individuals and close to 1,700 employers were served. This marked an increase of 15% in clients served over 12 months.
A new service centre for Newcomers was opened in Oakville to include Newcomer information, Language assessment, and Youth services.
1,400 job seekers attended the Aim High II Career Expo event in Mississauga; services were provided and coordinated by the Career Coach Program.
The LINCing Youth (YLINC) web portal was piloted by 35 students. This portal provided newcomer youth with settlement information while enhancing language skills online.
20 teachers from Tianjin, China attended the Teacher Training program.
The Essential Skills for the Changing Workplace project team completed a two-year series of 48 employer seminars to over 900 participants across Canada on the use of Essential Skills tools to enhance employers’ human resource planning. Individual employer consultations were also provided to over 40 companies.
Our Language Assessment Centres provided 9,514 assessments for newcomers during 2009 - a 25% increase over 2008. Itinerant and support services were expanded and operating hours were extended.
Youth adventure programs were offered from several additional community based facilities across the GTA.
With service delivery sites across Peel, Toronto and Halton Regions, TCET hosted over 20 employment fairs in partnership with local employers attracting over 1,000 job seekers. The year 2008 also marked the delivery of the Centre for Education & Training’s 25th Jobs Market which attracted 57 employers and over 4000 job seekers.
The Youth Exchange program was launched; a series of activities and youth-planned events that assist newcomer youth to fully integrate into their new community.
The Essential Skills in a Changing Workforce project delivered its 16th seminar across the province. This project was designed to encourage the awareness and use of Essential Skills tools by employers across Ontario.
Our CLB (Canadian Language Benchmarks) Assessment Training using the CLBA-I tool was provided to educators in Doha, Qatar.
Employability Skills for Youth program started with 14-multi-barriered youth seeking assistance with career and employment skills.
The International Department launched a new certification course titled”Teaching English to Speakers of Other Languages.”
Language Instruction for Newcomers to Canada (LINC) Home Study project registered its 60th student, expanding the online and correspondence language instruction to Alberta and Nova Scotia.
In total over 58,000 individuals and 1,100 employers were served.
The Centre for Education & Training wins contract for new Service Canada funded Job Finding Clubs (Brampton and Mississauga) and a Toronto Social Services funded Bridges to Employment program.
Service Canada also renewed the Strategic Job Search Program, operating out of Brampton. This program, formerly known as Electronic Job Search, aims to provide unemployed job seekers with the tools to get back into the workforce.
The new Centre for Education & Training website was launched.
Special events included a tribute dinner and a golf tournament to help send children to summer programs.
A new mobile RV service was implemented to provide youth outreach.
The Mississauga Jobs Market attracted 4,400 people and 80 on-site employers.
A new one-stop access centre was opened on Queen Street East in Brampton. Services include the new Brampton East Employment Resource Centre and the relocated English Language Assessment Services and Newcomer Information Centre.
A one-stop access centre was opened on Brandon Gate in Malton to include the Malton Employment Resource Centre, Assessment Centre and new Youth Opportunities services.
Two new Job Finding Clubs opened – one for immigrants/newcomers in Mississauga and another for Internationally Trained Professionals at Brampton City South Campus.
The new Bridges to Employment program for newcomers began operation in west Toronto with funding from Toronto Social Services.

The Enhanced Language Training Placement Assessment (ELTPA) tool was developed and 40 LINC assessors across Ontario and Alberta were trained in administration of ELTPA.
The first Canadian Language Benchmarks online self assessment tool was developed for English and French language assessments.
The new brand for HBI College was officially launched on October 26th. HBI obtained qualification to become a facilitator for the Canadian Payroll Association courses and launched the Payroll Certificate Program. The Supply Chain & Inventory Management program was granted diploma status - raising the number of diploma granting programs to six.

Community Education's main Brampton campus moved to the Brampton Civic Centre for increased program space and greater accessibility. The Adult Education Centre provided service on a daily basis to some 2,000 students enrolled in credit, English as a Second Language and skills training programs. Among the highlights was the granting of grade 12 diplomas to 60% of all students enrolled in the credit program.
Community Education expanded its federally-funded career planning and skills training programs to include 10 distinct programs. Programs operated in three major campuses, one information centre, and two mobile trailers that traveled throughout Peel.
The first fee-paying, skills training programs were offered by Community Education in the areas of Computerized Office Systems and Inventory Control and Distribution.

Continuing Education, in partnership with the Multicultural Interagency Group and Peel Multicultural Council, trained 40 immigrant women in English and business skills through a federally-funded training program.
Continuing Education moved from the H.J.A. Brown Education Centre to the new Matheson campus. This campus included two computer labs where fee-for-service training programs were offered.
Computer training programs in Accounting and Office Skills were launched in Mississauga.
